About three-fourths of employees who responded to the survey said they expected that pay for performance would increase their salaries, motivate employees to work harder and help their agencies retain high performers. However, only about half said it would increase teamwork or improve morale, and about a third expected that it would result in unfair treatment of employees. Rank-and-file employees had more skeptical views on the potential negative consequences of pay for performance than did supervisors. Only about half of employees said they believe that their supervisors will be held accountable for rating their workers accurately and fairly, or that their supervisors will support them in pay and award discussions with higher level management that reviews the ratings.
