The DoD plan also would make some changes involving the collection of union dues, which although they are a matter between the union and the individual, bring on some agency involvement through the process of payroll withholding for dues. Under the DoD proposal, management could not be held fiscally responsible for administrative errors related to dues withholding, and any disputes between the union and the individual concerning dues would be outside agency complaints procedures. Also, bargaining unit employees could cancel dues at any time after one year has passed since the initial dues allotment began.
