Annuitant Policy Would More Closely Track Civil Service

The bill also would make several changes designed to have foreign service personnel policies more closely track civil service policies to which the administration did not object. The measure would permit the Secretary of State to waive limitations on dual compensation that apply to re-employed foreign service annuitants when they are re-employed on a temporary basis in positions for which it is exceptionally difficult to recruit or retain qualified employees, an authority that already exists for the civil service but it is limited for the foreign service to emergencies involving a direct threat to life or property or other unusual circumstances.
