Meanwhile, OPM has told a House federal workforce subcommittee hearing that it does not believe a new special appointing authority is needed for the hiring of former criminal offenders. The hearing focused on several initiatives to bring former offenders back into the workforce as a whole and the role of federal employment in that program. An OPM witness said that agencies already have enough special hiring authorities, including one covering individuals on work-release programs. OPM also noted that there the law bans hiring of individuals who were convicted of certain crimes from federal employment in general, and that there are additional laws barring hiring into certain jobs of those convicted of certain offenses.
