Meanwhile, the Bush administration has appealed a federal judge’s ruling in a separate suit involving many similar personnel plans and similar legal issues at the Department of Homeland Security. In that case, the judge issued an injunction against certain parts of the labor and employee appeal rights provisions of the DHS rules, putting the status of the other portions of the rules in limbo as well.
