The SES reform bills also seek to loosen the rules on “limited term and limited emergency” appointments into the SES, channels that create openings to be filled, primarily by career federal employees, without going through the standard SES candidate development process. The bills would combine those authorities and authorize their use for appointments to fill “career reserved” positions, which account for the majority of many agencies’ SES jobs, rather than just for SES general positions, and for work of a continuing nature, not just for work of a project nature. Also, those getting such appointments would become eligible for the monetary bonuses applying to other SESers.
