Army officials have said that a recently announced cutback in uniformed personnel would have a spillover effect on its civilian federal employees, although the extent currently is unknown. The Army plans to reduce troop strength by 14 percent over three years; however, that would not necessarily result in a the same percentage decrease in the 275,000-position Army civilian workforce, and given the time involved much of the reduction likely could be achieved by attrition rather than layoffs. The Navy recently announced planned RIFs affecting some 500 positions in 2014 and the Air Force currently is conducting RIFs to eliminate about 1,000 positions over the next several months.
