An internal Defense Department briefing document provides a glimpse of how the pay banding and pay for performance elements of the DoD “national security personnel system” will work. It shows that there will be three “career groups”-professional and administrative management, engineering, scientific and medical support, and business and administrative support, with the former group having four pay bands and the latter two with three bands. Funds for the pay for performance pool would come from within grade raises, the across the board component of the annual January raise, and what would have been spent on promotions had the employees remained in the general schedule. Payouts are expected to begin next March, based on “more detailed and definitive performance appraisals.” The increase “can be to basic pay, a one-time cash payment, or both,” the document says.
