The bill awaiting final signature also aims to improve agency training in several ways. It would
require agencies to: link training activities with performance plans and strategic goals, and clearly
articulate how their training programs help to accomplish the agency’s mission; appoint or designate a
training officer, who would be responsible for developing, coordinating and administering training for
the agency; work with the Office of Personnel Management to institute comprehensive management
succession programs designed to develop future managers for the agency; and provide special training to
managers to help employees exhibiting unacceptable performance.
