The measure also would place a three-year moratorium on future Circular A-76 contracting out studies at DoD and temporarily suspend all studies currently in progress "until the administration reviews the entire process," according to a committee document. The measure also would require that any future A-76 study be finished within 18 months. Other provisions of the bill would: support DoD’s announced plans to increase the size of its acquisition workforce; bring in-house certain acquisition related jobs now performed by contractors; eliminate personnel ceilings on acquisition jobs; expand expedited hiring authorities for them; fully fund the ongoing base closings effort; require a report on plans to improve the security clearance system; and extend the authority of agencies to waive limits on the amount of premium pay and benefits provided to employees supporting certain military operations.
