Through five months of the counting period toward the January 2008 federal retiree COLA, the count remains in negative territory, standing at -0.3 percent after a rise of 0.5 percentage points in February in the inflation index used to set the COLA. Should the count remain negative through the entire counting period, annuities would not be reduced.
