COLA Count Turns Upward

For the first time in the current counting period toward the January 2010 federal retiree COLA the inflation count was positive in January, up 0.4 percent. However, because of the drops in the first three months of the count, the count remains in negative territory at minus 4.5 percent. Should the count through the September CPI figure finish negative, annuities would not be reduced.
