The Congressional Research Service has reviewed the federal student loan reimbursement payment program, concluding that “questions of how to fund the programs, what the required period of service should be, the criteria for repayment eligibility, and the kinds of program data to be collected will likely continue to be considered as repayment programs are implemented.” The program allows executive branch agencies and congressional offices to reimburse employees for up to $10,000 a year and $60,000 lifetime to repay student debt, as a recruiting and retention tool.
However, use of the program has been and concentrated in a relative few agencies—primarily, State, DoD, SEC, Justice and GAO.
