The Congressional Research Service has compiled a list options for Congress on contracting-out policy, in light of controversies over how an A-76 study process affected patient care at Walter Reed Army Medical Center. Some of the options include recommendations that federal unions have been pushing in Congress, such as giving in-house employees fuller rights to appeal decisions—which in many cases likely would be done through their union representatives–requiring more specific reporting on the status of ongoing competitions, and prohibiting the inclusion of health care and retirement costs in competitions.
