Among other provisions of the law that ended the partial government shutdown is a startup of new budget deliberations. As with past efforts, the parties start from differing points, with some aiming to provide relief from sequestration budget limits and increase revenues, while others want to leave those policies alone and find savings elsewhere, particularly in mandatory spending. Both the House and Senate passed budget outlines earlier this year but never met to resolve the differences before starting work on appropriations bills that ultimately bogged down, paving the way to the shutdown.
