The report didn’t recommend scrapping the alternative personnel system—recently renamed the human capital operational plan—but said DHS should retain proven strategies such as “career ladders, education and training opportunities that are tied to career advancement, flexible time, job-sharing and other practices that encourage family-friendly practices.” The committee recently voted as part of a DHS authorization bill (HR-1684) to cut off funding for the revised personnel system, a measure ready for a full House vote. Federal unions are urging to congressional appropriations panels, which soon will start writing fiscal 2008 spending bills, to follow suit and deny money for the DHS personnel system.
