Voinovich’s civil service reform proposal would eliminate the limits on how many demonstration projects could be underway at one time and would end the cap on the number of employees who could be involved, effectively allowing an entire agency to become a “demonstration project” and break off from many standard civil service rules. He also proposes streamlining the process for reviewing and approving such projects and increasing the time limit on them from five years to ten. Voinovich had dropped the demonstration project proposal last year after opposition from federal unions.
