Meanwhile, certain components of the Defense Department can move into its new national security personnel system as early as October 1; some 66,000 employees under the second part of the implementation, called spiral 1.2, will be phased in starting next month through the end of the year. DoD also is due to announce soon the employees to be covered by the next phase, spiral 1.3, which could start early in calendar year 2007. Like the two phases announced so far, it’s generally expected that the next group will be only non-union employees, since the same district court also ruled against certain labor relations, adverse action and appeals portions of those rules—a case awaiting oral arguments on appeal. Also, the Senate federal workforce subcommittee has set hearings for this week to review the status of NSPS.
