Meanwhile, the Department of Homeland Security, which like DoD is developing a personnel system for itself separate for many standard civil service policies, has said it will conduct a “phased rollout” of its new system, to begin “later this year.” Its budget request seeks $133 million to put the new system in place, most of it to go to “develop and implement the new performance-based pay system, including training personnel.” DHS is expected to issue soon its proposed regulations to carry out its personnel authorities; taking the comment period into account, the system could be in place in the spring. “Full adoption will be completed in calendar year 2005,” the budget says.
