Meanwhile, GAO, a leading voice in personnel matters, has said that DHS has made only “limited” progress in meeting performance expectations in hits human capital management plan. It said DHS has generally achieved goals to develop a results-oriented strategic human capital management plan and to create a comprehensive plan for training and professional development. However, in testimony before the Senate GAO said the department generally has not achieved goals including linking human capital planning to overall agency strategic planning, recruiting and hiring employees who possess needed skills, measuring agency performance, establishing a more market- and performance-based pay system, allowing for employee participation in the decision-making process and carrying out training and development programs in support of DHS mission and goals. DHS took issue with some of the methodology that GAO used in the broader review of which the personnel provisions were a part.
