The uncertainty over potential changes in personnel policies at DHS apparently will continue another six months, since a federal judge has extended the time she gave the department to report to her on the status of the program, formerly known as MaxHR and since renamed the human capital operational plan. The administration had asked for the extension of the July deadline for reporting on the status and plans for the system, much of which—notably, the parts involving labor rights–was blocked by an injunction the judge issued. An appeals court later mainly upheld that injunction, although ruling that the dispute over changes in employee appeals procedures was not yet ripe for court review since no one has been affected by them yet. For now, only about 10,000 managerial employees are covered, and even for them by only the part involving performance evaluations.
