The report found that engagement is higher at higher levels, with SES members the most engaged, supervisors less so and non-supervisors still less so. The highest-earning employees also tend to be the most engaged, although there was not as strong a correlation by pay, and employees with higher levels of education also tend to be more engaged. Levels of engagement varied among minority groups, but there were no significant differences according to some other factors, including gender, age, length of tenure or the type of rating system used. By agency, engagement is highest at NASA, State, Air Force, Army and EPA, and lowest at Homeland Security, FDIC, Transportation, Education and Energy.
