In a separate communication to Congress, DoD also objected to several other provisions of the authorization bill pending in conference. These include provisions to: limit DoD’s freedom in selecting bases to target during the scheduled 2005 round of base closings and cut acquisition positions by 5 percent each year. In addition, DoD complained that Congress has left out several authorities the Pentagon requested, including a provision to ease restrictions on contracting-out of security guard and firefighting positions at DoD facilities. It also suggested changes in several other provisions Congress drafted, including provisions involving the planned transfer of personnel security investigation functions from DoD to the Office of Personnel Management, and a requirement that DoD evaluate current and potential government travel card holders for creditworthiness.
