The committee-passed DoD bill, which could come to a full House vote this week, would largely repeal the law that enabled DoD to establish its national security personnel system. NSPS has been applied to about 114,000 non-union employees pending the outcome of a suit—still awaiting a decision from an appeals court—in which unions successfully challenged the labor relations and appeal rights provisions in federal district court. In a statement, the committee said it “remains concerned with the implementation of NSPS.” The measure also would require DoD to review the benefits currently available to deployed civilian employees and recommend any needed improvements, and increase from $12,000 to $100,000 the payment available to survivors of a civilian employee who dies while serving on duty in a combat zone or in a terrorist attack.
