Because DoD is the largest employer of federal workers, trends there are often used as an indicator of a possible need for personnel policy changes government-wide. The breakout, however, shows that there is relatively difference between DoD and the government as a whole in the areas that garnered the most positive responses and those that garnered the most negative responses. In most cases the difference was a few percentage points. The two areas where the differences were the greatest were perceptions of how well the agency has prepared employees for potential security threats, with 80 percent positive at DoD compared with 74 percent government-wide, and satisfaction with the flexible spending account, where DoD’s 30 percent figure was five points below the average.
