Meanwhile, DoD has put a hold on certain training related to NSPS, saying it has “received much feedback . . . that lead us to conclude we need more time to focus on simplifying the performance management design, getting performance objectives right, and ensuring the system is simple, clear and understandable.” The complexity of the new system—which will feature pay banding with pay for performance, along with numerous changes in union and employee appeal rights—has been one of the main points of controversy since final rules were issued in the autumn. After those rules came out, DoD released numerous draft versions of the implementing issuances that will be needed to carry out many of the policies—in many cases, further adding to the complexity. Those issuances are the subject of ongoing collaborative discussions with unions, which oppose virtually all elements of the NSPS system.
