In the first cycle of ratings under the national security personnel system, only about 3 percent of employees in "spiral 1.1—-about 11,000 employees put into NSPS a year ago–were rated at levels so low that they were ineligible for performance-based payouts, according to DoD data. NSPS uses a five-level rating system. In the first cycle, 0.3 percent received the lowest rating (unacceptable), 2.7 percent received the second-lowest rating (fair), 64 percent were rated the middle level (valued performer), 29 percent at the fourth level (exceeds expectations) and 4 percent at the top level (role model).
