DoD has once again asked Congress to revise federal retirement law in order to remove a provision that effectively discourages CSRS system employees from switching to part-time work late in their careers by an adverse effect on the retirement benefit. DoD has made a similar request several times in the past, and the provision likely will be a part of a bill the White House plans to send to Congress making various fixes to retirement benefits law. DoD also—as part of its annual package of recommended language for its authorization bill—is seeking to repeal the current restrictions on its ability to employ retired military personnel within 180 days of the individual’s retirement and is seeking to correct a provision of law that it says has the unintended consequence of barring annuitants who were separated under discontinued service retirement from receiving additional service credit upon rehiring as a reemployed annuitant.
