The President’s Pay Agent recently released a report on the general schedule locality pay system for 2006 that, as announced last fall, involves dropping three current localities from the system and making them part of the catchall “rest of the U.S.” locality—St. Louis, Kansas City and Orlando—while creating separate locality rates for three other metropolitan areas—Buffalo, Phoenix and Raleigh, N.C.
