The open season for enrolling or changing plans, coverage levels or types of coverage under the Federal Employees Health Benefits program will run November 11-December 9, with changes effective in the new plan year starting in January. Coverage packages and premium rates likely will be announced in the upcoming weeks. While relatively few benefit changes are expected-other than potentially some new cost-containment measures-premiums are expected to rise significantly, perhaps around the double-digit rates that have prevailed in recent years. In response to those increases, some enrollees have used open season opportunities to switch to lower-cost plans.
