While many of the points the GAO report raises are frequently repeated ones, the report is a timely one, coming as both the Defense Department and Department of Homeland Security prepare to launch such systems and as the Bush administration is proposing extending similar concepts government-wide. Both DoD and DHS have taken criticism from federal unions, individual employees and from some on Capitol Hill for falling short in some of those areas, in particular the level of consensus-building they undertook.
