OPM will conduct an open season April 4-May 27 in which active employees, their spouses and persons qualifying as domestic partners of active employees may join the FLTCIP long-term care insurance program using only a shortened application form. It will be the first open season since the program was first offered in 2002. Eligible persons can join FLTCIP at any time, but a longer application form applies except for within 60 days of becoming eligible, such as entry on federal employment. The full application form asks more questions about the applicant’s health. In a January 28 Federal Register notice, OPM said the open season is being held because of the change in policy making same-sex domestic partners who meet certain standards eligible for the program.
