One other major change being considered would be specifying a set of “fundamental competencies” running across all five core qualifications. Since the “core qualifications” serve as a kind of career roadmap for federal managers aspiring to the SES ranks, and with creation of a set of “fundamental competencies,” the effect would be emphasizing broader management skills rather than expertise in a particular subject area. The fundamental competencies would be interpersonal skills, oral communication, integrity/honesty, written communication, continual learning and public service motivation.
