As in past Congresses, various bills are pending to entirely repeal or to soften two Social Security provisions that often reduce and in some cases eliminate those benefits for retirees who are also drawing an annuity from a retirement system that doesn’t include Social Security, such as CSRS retirement. Those bills continue to gather sponsors but apart from some attention at hearings haven’t made progress. Prospects for enactment have always been best as part of a wider Social Security reform-where their costs wouldn’t stand out-but prospects of such a large reform are questionable, since the administration’s push for Social Security changes featuring private investment accounts stalled last year.
