Meanwhile, GSA has sent out guidance to agencies to agencies urging them to consider delaying all “non-essential” temporary duty travel and relocation to areas affected by Hurricane Katrina for three months. However, it said for travel to those areas, agencies may authorize the “actual expense reimbursement” system for per diem expenses—which in this situation likely would mean a higher rate of reimbursement than standard rates, with a cap of 300 percent of the applicable local per diem rate. For relocation travel, GSA waived the requirement that temporary quarters be in “reasonable proximity” to the new official station in order to qualify for temporary quarters subsistence expense payments.
