The data also show that half of federal teleworkers are considered to be “core” teleworkers-that is, their telework occurs on a routine, regular, and recurring basis away from an employee’s principal place of duty (at home, at a telework center, at an alternate location) one or more days per week. The other half are considered “situational” teleworkers. In 2004, the number of core teleworkers actually decreased, while the number of situational teleworkers increased. The average number of days per month that employees teleworked on a core and situational basis were 6 and 3, respectively, the same as in 2003. In many cases, “situational” telework involves employees who are allowed to use telework as a means for continuing to work while dealing with personal health matters.
