HHS topped the rankings for very large agencies and GSA for large agencies in all four indexes produced by responses to the annual Federal Employee Viewpoint Survey conducted in mid-year.

After initially releasing only government-wide numbers, OPM now has released fuller results, showing that among agencies with more than 75,000 employees, HHS ranked highest in the employee engagement, satisfaction, performance confidence and DEIA indexes, as did GSA among agencies with between 10,000 and 75,000 employees.

The engagement index reflects responses to questions about supervisors, senior leaders and the intrinsic work experience; the satisfaction index to questions about the job, pay and organization; the performance confidence index to questions about the quality of the work, meeting customer needs, adapting to changing priorities and the work unit’s contribution to the agency; the DEIA index to questions about diversity, equity, inclusion and accessibility.

Of the four, the engagement and satisfaction indexes are the longest-running and the most closely watched. OPM had previously reported that the government-wide score in the former held steady at 71 percent positive over 2021 while the latter slipped from 64 to 62. The performance confidence index also remained the same at 84 while the newly instituted DEIA score was 69.

By agency, in the engagement index, the Federal Energy Regulatory Commission was tops among medium agencies (1,000-10,000 employees), the Pension Benefit Guaranty Corporation among small agencies (100-1,000) and the Marine Mammal Commission among very small agencies (fewer than 100).

The Marine Mammal Commission also led very small agencies in the satisfaction index, while the PGGC was tied with the National Endowment for the Humanities and the National Indian Gaming Commission among small agencies, and the National Science Foundation topped medium-sized agencies.

At the bottom of the engagement index, by descending category of agency size, were Justice; SSA; Court Services and Offender Supervision Agency; International Boundary and Water Commission; and the U.S. Chemical Safety and Hazard Investigation Board.

At the bottom of the satisfaction index, in that same order, were DHS; SSA; National Labor Relations Board; the Export-Import Bank; and the U.S. Chemical Safety and Hazard Investigation Board.
