Kay Coles James has announced her resignation as Office of

Personnel Management director effective at the end of this

month. No successor has been named, nor has there been an indication that James is in line for any

other positions within the administration. During her tenure, James pushed for creation of new plan

designs in the Federal Employees Health Benefits program, oversaw the startup of the Federal Long Term

Care Insurance Program, pushed White House initiatives to tie employee compensation more closely to

performance and market factors than to longevity, and worked with the Defense and Homeland Security

departments on the design of upcoming new personnel systems at those departments. On her watch OPM

grew significantly in size
