A federal judge in Washington, D.C. has issued an injunction preventing the Defense Department from carrying out certain parts of the national security personnel system relating to labor relations and employee appeal rights. The action prevents DoD from implementing the labor-management relations aspects department-wide effective March 1 as DoD had planned. The appeals rights portions were to be phased in as different groups of employees entered NSPS, which DoD has projected will begin April 30 with about 11,000 employees scattered across Defense agencies and the military services.
