Key features of the House measure would: create a $500 million government-wide “human capital performance fund” to reward employees with high performance ratings; require DoD to report on the effect there of new contracting-out guidance expected to be issued soon by the White House and then to wait 45 days before carrying out any such changes; bar the use of quotas on the number of federal employees who should have their jobs subjected to competition; require that DoD acquisition positions be reduced by 25 percent over five years a cut of about 5,300 civilian positions a year; lift the pay cap that affects certain managers and supervisors eligible for overtime pay and allow them to continue earning either their regular rate of pay or one and a half times the GS-10, step 1 rate, whichever is greater; grant 22 additional workdays of military leave to federal employees mobilized into military positions that pay less than their federal positions; increase the annual student loan reimbursement maximum from $6,000 to $10,000 while keeping the $40,000 lifetime cap; give agencies greater control over pay for their senior executives; set a single standard for both white collar and blue collar federal employees for exposure to asbestos; and exempt flexible spending account enrollees from having to pay fees.
