Key Other Features of Senate Bill

Key features of the Senate measure would: exempt certain firefighting positions from the general prohibition on contracting-out of those jobs at DoD; encourage a form of contracting-out by creating public-private partnerships in certain positions; give DoD more flexibility in establishing requirements for acquisition positions and impose a three-year moratorium on cuts in such positions; tighten controls over agency-issued travel cards, including a determination of creditworthiness before an individual is issued one and stricter penalties for their misuse; and expanding certain alternative personnel authorities in scientific and technical fields and in DoD laboratories.
