DoD’s latest implementation plan calls for making the revised labor-management system effective for all bargaining unit employees late in this fiscal year—that is, before October 1. The first group of affected employees, about 60,000 under Spiral 1.1, will go under the new performance management system starting early in fiscal 2006—probably in October-December—while the rest of the personnel elements, including pay banding and revised appeals rights starting in early calendar year 2006 after the general federal pay raise of January 2006. The first performance-based payout will be in January 2007. “Spiral 1.2” affecting about 105,000 employees, will go under all the human resources system and the appeals system in the spring of 2006. “Spiral 1.3” affecting about 110,000 employees likely will follow about six months later.
