The Defense Department has released an updated overview of where it stands in crafting the NSPS, once again indicating that it plans to install a pay banding system with pay-for-performance elements to replace the standard general schedule job classification and raise system. The new system may cover wage grade employees as well. DoD also said it will revise the labor-management system; meetings with unions are ongoing on that issue, following strongly negative union reaction to draft policies DoD released early this year. The new progress statement follows a decision in the spring to slow down and restructure the process it had been using-a process that federal unions and some in Congress criticized as hasty and too self-contained.
