Agencies that will be ready to process payroll deductions as of July 1 are CIA, Homeland Security, Interior, EPA, FBI, General Services Administration, Health and Human Services, Labor, National Finance Center, Nuclear Regulatory Commission, Railroad Retirement Board, State, the Senate and the U.S. Tax Court. Meanwhile, Defense, Energy, NASA, National Security Agency, and the Executive Office of the President will not be ready by July 1 but are shooting for a September 1 startup date. The Department of Veterans Affairs and the Government Printing Office do not expect to be able to participate in the program until January 1, 2004. The status of other agencies is still to be determined.
