By: FEDweek StaffThe Trump administration’s newly released President’s Management Agenda repeats familiar themes regarding the federal workforce, in many cases involving implementation of orders already issued and initiatives already well under way.
Consisting just of a cover memo from OMB and a table that fits on one online or printed page, the document is a much slimmed-down version of management agendas issued by each administration since that of George W. Bush, including that of the first Trump administration. Also unlike those, it contains no indication of measuring or public reporting on compliance.
The priority to “shrink the government and eliminate waste” includes to “eliminate jobs in nonessential, non-statutory functions; remove poor performers; and strategically hire only for essential jobs” and to defund DEI programs—have all been pursued since the outset of the administration through steps such as a general hiring freeze, voluntary and involuntary employment cuts, and elimination of DEI-related agency offices and associated jobs.
Similarly, a priority to “foster a merit-based federal workforce” includes to “implement all employee performance and accountability presidential directives” and to “implement the president’s executive orders to address labor-management relations.”
Other priorities reflect general management principles that have several administrations, including targeting waste and fraud, leveraging the government’s buying power, emphasizing Made in America requirements in procurement, and shedding excess office space.
