The Presidential Management Intern program will be renamed the Presidential Management Fellows Program and eligibility will be expanded to include certain current federal employees, under Executive Order 13318 of November 21. The PMI program traditionally has been targeted at those who have recently earned graduate degrees, giving them a two-year training period after which they are eligible for non-competitive conversion into a career position; most, but not all, have studied public administration. Under the executive order, eligibility would be expanded to include those “who have, through extensive work experience, demonstrated both exceptional leadership or analytical ability” and a commitment to excellence in public service. The Office of Personnel Management will issue rules to carry out the changes, which could include authority to start the fellowships at grades higher than the GS-9 level under the current program, and potential for conversion into the Senior Executive Service upon completion of the fellowship.
