The continuing resolution applies to departments and agencies other than DoD and DHS, the only two whose regular appropriations have passed for the current fiscal year, which started October 1. Like two previous stopgap measures, it continues the funding levels at the lowest of three figures: actual 2006 appropriations or the lower of either the House or Senate versions in the unfinished appropriations bills for 2007. However, unlike past versions, the new measure contains more flexibility to reapportion funds as needed in order to avoid furloughs. The Social Security Administration, for one, has warned that without budgetary relief it might need to furlough employees. The measure also contains fund transfer authority for VA medical care that might otherwise be imperiled by the general restrictions.
