The House has passed an appropriations bill covering the Labor Department (HR-3043) that would bar further contracting-out studies or direct conversion of federal jobs to contract pending a study of the department’s contracting by the GAO. The moratorium is the latest in a long line of contracting restrictions put in the spending bills for fiscal 2008, and as with the other provisions, the White House put out a statement of opposition, saying the department has conducted its competitions “in a fair and reasoned manner to improve the efficiency of its programs” and noted that the measure sets no deadline for the GAO to complete such a review.
