OPM published rules in the June 22 Federal Register making several mainly technical changes to the boundaries used for the general schedule locality pay system, with the most significant change being the addition of Whatcom County, Wash., to the Seattle locality pay area, effective with the first pay period beginning on or after July 23. The revisions drop the presumption that changes to locality zones always will be made in January, when the federal raise is paid. The names of several localities also were changed to conform with the names used for statistical areas for other government purposes.
