Legislation recently offered in Congress includes: HR-663, by Rep. Steny Hoyer, D-Md., which would increase the average government contribution toward Federal Employees Health Benefits program premiums from 72 to 80 percent; HR-692, by Rep. Michael Bilirakis, R-Fla., which would take the federal retirement program off the federal budgetary books, in effect making it more difficult to change benefit levels; and HR-697, by Rep. Jo Ann Davis, R-Va., which would create a presumption that a disability of a federal employee in fire protection activities caused by certain conditions is as a result of performance of duty.
